Background Screening

Applicability and General:

Background screening is part of US Club Soccer’s staff registration process, which, pursuant to U.S. Soccer rules, is required of all individuals coaching, managing or working with US Club Soccer-registered youth players. This includes, but is not necessarily limited to, all coaches, assistant coaches, and team managers assigned to a team with youth players, regardless of whether they are volunteers or paid staff. Individuals that are not currently registered with US Club Soccer are not allowed to participate with US Club Soccer-registered youth players, nor are they covered by US Club Soccer insurance. Clubs/organizations whose members are not in compliance with this requirement are subject to disciplinary action.

Passing US Club Soccer’s background screening alone does not mean you are registered with US Club Soccer.  It’s important that you ensure your registrar submits your US Club Soccer passcard/registration request, and that it is approved, before your participation with youth players.

Timeframe:

Generally speaking, staff registering with US Club Soccer must submit a background screening application every other registration year. More specifically, competitive staff must complete background screening based upon the Competitive Staff Registration-Passcard Validity Dates [.pdf]. Rec staff must complete and pass a background screening every other registration year.

The background screening application must be submitted within the three months prior to one’s registration request.

Enhancements:

US Club Soccer CEO Kevin Payne announced in June 2016 two Player Health and Safety initiatives for registered staff members as part of the Players First platform. One of those initiatives is the substantial enhancement of US Club Soccer’s background screening standard, implemented as of the 2016-17 registration year.

Beyond a variety of national sources, US Club Soccer’s background screening generally includes a direct county/state of residence criminal record search for all counties in which an individual has lived within the past seven years, regardless of whether any “hits” appear on the national database searches.

Cost / Payment Options:

The cost is $18 per application, which is payable 1) by the person completing the application via a credit card or bank draft transaction (default), or 2) clubs/leagues may cover the cost for some or all of their staff members by purchasing one-time use, prepaid codes.

Purchasing prepaid codes (for registrars or club officials): Submit the US Club Soccer Background Screening Prepaid Code Request Form. From that page, you may purchase your desired quantity of one-time use, prepaid codes and then distribute these unique codes to some or all of your coaches/staff members for use during the background screening application payment process at zero cost to them. All applicants will have the opportunity to enter a prepaid code during the background screening application process.

Information for registrars / Staff Tracking page:

Through the Background Screening Staff Tracking page, a club registrar/official with appropriate authorization is able view a list of individuals who passed US Club Soccer’s background screening in order to aid in completing US Club Soccer staff registration.

To view this list:

  • Visit the Staff Tracking page, and log in to your SportsEngine account. (You may wish to bookmark this page.)
  • Select the state in which your club is located.
  • Select your club in the drop-down menu.
  • All staff members that have passed US Club Soccer’s background screening as of July 11, 2017, are viewable. **

Your club’s list of individuals who passed background screening from July 2016 through July 10, 2017 are accessible via the Archived Club/Org Pages link within this same structure.

Update Information: In order to update the registrar/official from your club who has access to the Staff Tracking page, complete the Background Screening Club/Org Registrar Access Update Form. Please note it will take up to a few days for these updates to be made for your club/organization; it is not instantaneous.

Additional information:

  • You must complete the background screening application yourself. Your registrar cannot do this for you. Any individual who completes an application on behalf of another individual is also subject to suspension or other discipline, and in addition may be subject to criminal or civil liability.
  • US Club Soccer’s background screening is conducted by the National Center for Safety Initiatives via SportsEngine’s platform. You may be contacted directly by the screening vendor if there are any questions or additional information is needed.
  • Background screening results and an eligibility determination for “flagged” applicants will not be considered until a passcard/registration request is made for that person.
  • For international applicants or those who do not have a Social Security Number (SSN) or Taxpayer Identification Number (TIN), please contact your respective US Club Soccer administrator for instructions.
  • Background screening results are usually available within 3-7 days, but the specific timeframe varies based upon the amount of time it takes counties and states to return results.
  • The application only needs to be completed once even if you are part of multiple clubs/organizations. You will be able to select multiple clubs as part of the background screening application.
